Learning tarot is both easy and hard. It's easy, in that you can pick up any deck and start working with it. The hard part is trusting yourself, your intuition, and discovering your reading style. I love reading tarot because it's like telling a story.
I recommend this (http://www.learntarot.com/) site for beginners--it's great and really teaches you how to read. Pick up any deck and you're good to go. There are great books, too: anything by Mary K Greer (Tarot For Yourself is THE best out there).
Tarot Passages (http://www.tarotpassages.com/) is one of the definitive tarot websites online. Mostly tarot deck reviews, there are also book reviews, tons of articles, and a wonderful collection of spreads and links.

Tarot is really amazing. Like anything, it takes practice...just getting comfortable with your chosen deck (choose one whose images "speak" to you) and the huge variety of spreads will teach you how to focus, which in turn will give you clearer and clearer results in your readings. Also, check out Facade (http://www.facade.com/tarot/)'s free tarot readings to get more familiar with the process and see how it's done (and the results are surprisingly accurate...I was using this for a while when I lost a card from my deck and I couldn't afford to buy a new one).
